The International Financial Services Centres Authority is the unified authority for the development and regulation of financial products, financial services and financial institutions in India's International Financial Services Centres. It was established in April 2020 under the IFSCA Act, 2019, and is headquartered at GIFT City.

Mandate

What IFSCA actually does

A single unified regulator

IFSCA was established on 27 April 2020 under the International Financial Services Centres Authority Act, 2019, with its head office at GIFT City. It exercises the powers that RBI, SEBI, IRDAI and PFRDA hold in mainland India - inside the IFSC.

Development mandate

Unlike domestic regulators, IFSCA carries an explicit development mandate: it is required to grow the IFSC as an international centre, not only to supervise it.

Regulation-making

IFSCA issues regulations, master circulars, frameworks and directions covering banking, capital markets, funds, insurance, bullion, fintech, leasing and ancillary services.

Consultation and transparency

Draft frameworks are published as consultation papers, public comments are published, and expert committee reports - such as the report on REITs and InvITs in IFSC - are released openly.

Informal guidance

Entities may seek informal guidance on how a framework applies to a specific fact pattern; IFSCA publishes those responses.

Research and statistics

IFSCA publishes a periodic bulletin, key-highlights statistics, and research such as the Artificial Intelligence in IFSC survey report.
